Yes, travel insurance is mandatory for a Spain Schengen visa from Dubai and must provide at least EUR 30,000 for medical emergencies and repatriation across Schengen for your entire trip from the UAE. Spain Schengen visa processing from Dubai via BLS is typically 10 to 20 working days after biometrics in Dubai, longer during UAE holidays and summer peaks. From Dubai the Spain Schengen fee is EUR 90 for adults and EUR 45 for children aged six to eleven, free under six, under the EU visa code. From the UAE a Spain Schengen visa permits up to 90 days within any rolling 180 day period across the entire Schengen area, not just Spain, as issued in Dubai. The visa sticker shows validity and duration of stay, which differ. Keep count of all Schengen trips from Dubai within 180 days; overstaying in Spain harms future Schengen visas from the UAE.
